It kinda makes tactical sense in Trek, tho. I mean, if you take out Starfleet headquarters, you cripple the enemy. And if you take out the Federation ehadquarters, you throw the entire UFP into disarray.

I mean, the Xindi were scary cos they didn't attack military targets; they targetted civilian targets and killed loads and loads of people, didn't they?
